Job Overview
The Project Implementation Unit (PIU) of the Improving Workforce Readiness in Punjab project, a Punjab Government initiative, is hiring an Assistant Director (Social Safeguard) for a contract position based in Lahore. This is a single vacancy at PPS-7 level with a monthly salary range of Rs. 160,000 to 260,000.
The role involves ensuring social safeguard compliance for the project, which is financed by multilateral institutions and reported to the Government of Punjab and ADB. Candidates should preferably hold a Master’s degree in social sciences or equivalent, with at least 8 years of relevant experience in resettlement planning and implementation, ideally in projects financed by multilateral finance institutions.
The role requires strong English communication skills and familiarity with Land Acquisition and Resettlement Plans (LARPs). Preference will be given to candidates with experience in the Punjab region, foreign-funded projects, international organizations, or government institutions.
Eligibility and Qualification
- Masters/Bachelors (Hons) (16 years) degree in Social Sciences or equivalent qualification in a relevant field.
- First Division (60% and above) in the required degree.
- Well conversant with preparation and implementation of Land Acquisition and Resettlement Plans (LARPs).
- Excellent written and spoken communication skills in English.
- Age limit: 35 to 50 years.

- Domicile is required for this position.
Responsibilities
- Assist the PIU on social safeguard compliance, including updating safeguard documents and addenda.
- Provide guidance and hands-on capacity development for Land Acquisition and Resettlement (LAR) support to PIU and Implementing Agencies, including on-the-job training.
- Ensure all activities are documented in monthly, quarterly, and bi-annual progress reports submitted to GoPb and ADB.
- Facilitate establishment and functioning of context-specific and effective grievance redress mechanism (GRM) at project and field level, and prepare outreach programs for Displaced Persons (DPs) ensuring accessibility including for vulnerable groups and women.
- Document progress on GRM functioning in periodic reports, including complaints resolved or outstanding.
- Prepare internal monitoring reports periodically and share with stakeholders, including disclosure of LARPs and monitoring reports on the EA’s website.
- Facilitate External Monitoring Consultant in preparation of External Monitoring Report and, in case of non-compliance, prepare Corrective Action Plan.
- Perform any other tasks or assignments assigned by PD, PIU, or ADB.
