Job Overview

The Privatisation Commission, operating under the Government of Pakistan, is the principal body tasked with the restructuring and privatization of state-owned entities.

This Advisor Strategy & Policy role sits at the heart of that mandate, offering a senior professional the chance to shape and drive major transaction work.

The position involves managing the full lifecycle of privatization transactions once approved by the competent authority.

You will be responsible for ensuring that each deal is executed on time and in full compliance with the relevant rules and procedures.

That means working across data collection and analysis, preliminary due diligence, strategy development, and the preparation of critical transaction documents.

You will also act as a key interface with Financial Advisors and other experts, reviewing their work, monitoring milestones, and advising on the optimal structure for each transaction.

The role reports into the Commission's framework and requires close coordination with legal, financial, and technical specialists to ensure every document is accurate and complete.

Eligibility and Qualification

To be eligible for this role, candidates must meet the following criteria

  • Masters in Business Administration, Economics, Finance, Strategy & Policy or a related field from an HEC recognized university, OR a professional certification such as CPA, FCMA, FCA, FCCA, CIMA, or CFA.
  • At least 12 years of experience in investment banking, mergers & acquisitions (M&A), valuation, or restructuring.
  • International qualifications/experience and recent experience in similar-level positions in other organizations are preferred.
  • Maximum age limit is 62 years.

Responsibilities

  • Manage end-to-end privatization transactions following approval by the competent authority, ensuring timely and compliant execution.
  • Collect, analyze, and assess data on assigned entities/assets, including ownership, financials, liabilities, legal status, and operations.
  • Conduct preliminary due diligence and prepare reports in line with approved templates and procedures.
  • Develop and recommend transaction execution strategies, including in-house execution or engagement of Financial Advisors/consultants.
  • Evaluate and propose optimal transaction structures; review and advise on structures proposed by appointed Financial Advisors.
  • Formulate and implement strategic transaction plans with defined stages, activities, and timelines.
  • Prepare and coordinate key transaction documents (Information Memorandums, bidding documents, SPAs, JVAs, and related agreements).
  • Prepare briefs, reports, and presentations for the Privatization Commission, CCoP, and other relevant forums.
  • Review Financial Advisor deliverables, monitor milestones, and recommend validation and payments.
  • Coordinate with legal, financial, and technical experts to ensure accuracy and completeness of transaction documentation.
