Job Overview

The Punjab Enforcement & Regulatory Authority (PERA) is hiring a Team Lead Artificial Intelligence & Machine Learning for its Lahore-based contractual staff in 2026. This senior technical role, classified at level SPPP-03, is central to building PERA's sovereign, on-premises AI capability, ensuring full compliance with Government of Punjab data residency policy.

The Team Lead will architect, deploy, and operationalize a fully local Large Language Model (LLM) infrastructure on PERA's own GPU-equipped data center, with zero data egress to international cloud servers.

The role's core mandate is to establish a complete local AI stack, from procuring GPU hardware specifications (NVIDIA A100/H100 or equivalent) to installing and maintaining CUDA, cuDNN, and inference runtimes like Ollama, vLLM, and llama.cpp.

The Team Lead will deploy open-source foundation models such as LLaMA 3, Mistral, and Qwen, implement model quantization (GGUF, GPTQ, AWQ) for efficient VRAM usage, and build a production-grade Retrieval-Augmented Generation (RAG) pipeline using LangChain or LlamaIndex.

This includes setting up a local vector database (Qdrant, ChromaDB, Weaviate, or Milvus), developing document ingestion pipelines for PDFs, Word files, and scanned documents via OCR, and implementing semantic and hybrid search with re-ranking.

The role also extends to fine-tuning models on PERA-specific datasets using LoRA/QLoRA, developing computer vision models for video-based surveillance (YOLOv8/v10, RT-DETR), and building audio intelligence systems for transcription and keyword spotting.

Beyond the technical build, the Team Lead will expose AI capabilities as secure RESTful APIs (FastAPI or.NET Core) for integration with PERA's existing software stack, including FRMS, PERA360, and HRMIS.

Eligibility and Qualification

This role requires a deep technical background in machine learning and AI, with a strong preference for experience in government, law enforcement, or regulated-industry AI projects.

The eligibility criteria are designed to ensure the candidate can independently architect and manage a sovereign AI infrastructure, which is critical for PERA's compliance with data residency laws.

  • Bachelor's or Master's degree in Computer Science, AI, Data Science, Software Engineering, or equivalent from a recognized university.
  • Minimum 08 years of hands-on machine learning and AI development experience.
  • Experience in private entities shall be accepted if such entity is registered with SECP, Registrar of Firms, or any other Public Sector Regulatory Authority.
  • Demonstrated experience deploying and serving LLMs locally (not just API-based usage).
  • Proven experience building and productionizing RAG pipelines.
  • Hands-on experience with computer vision and/or audio/speech ML models.
  • Deep intellectual curiosity and strong systems thinking.
  • Resilient problem-solver in resource-constrained on-premises environments.
  • Strong communicator able to translate complex AI capabilities into business outcomes for executives.
